                              RESOLUTION NO. 21409
                
                
                 A RESOLUTION ADOPTING A REORGANIZATION PLAN FOR
                 THE GOVERNMENT OF THE CITY OF CHATTANOOGA.
                
                
                                                    
                
                
       	    	 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
       CHATTANOOGA, TENNESSEE, That pursuant to Section 11 of the
       Defendant's Amended Plan, adopted by Agreed Order in Brown vs.
       Board of Commissioners, et al., No. CIV-1-87-388, in the United
       States District Court for the Eastern District of Tennessee,
       Southern Division, the following plan of reorganization be and is 

       hereby adopted.
       	    	 SECTION 1.  The Mayor, as chief executive and
       administrative officer of the City, shall have reporting directly 

       to him his Executive Staff, and all Joint Agencies in which the
       City participates.  In addition thereto, there shall be seven (7) 

       "Class One" departments, headed by Administrators, and two 
smaller
       "Class Two" departments headed by Directors, who shall be
       responsible to and report directly to the Mayor.  These
       departments, and the functions they will include are:
       	    I.	 CLASS ONE DEPARTMENTS
      
       	    	 A.   The Department of Human Services
      
       	    	      1.   Head Start
       	    	      2.   Social Services
       	    	      3.   Day Care
       	    	      4.   Planning/Special Projects
       	    	      5.   Finance and Administration

       	    	      8.   City Hall/Annex Maintenance
       	    	      9.   Employee Health Benefits
      
       	    	 C.   The Department of Parks and Recreation
      
       	    	      1.   Public Parks

       	    	      4.   Zoo
       	    	      5.   Golf Course
       	    	      6.   Auditorium/Tivoli
       	    	      7.   Urban Forester

       	    	 A.   The Department of Personnel
      
       	    	 B.   The Department of Equal Opportunity and Housing
      
      
       	    	 SECTION 2.  The Chart of Organization of the Executive
       Branch shall be as depicted on Table I, attached hereto and made 
a
       part hereof by reference.
       	    	 SECTION 3.  The Chart of Organization for the entire
       government shall be as depicted on Table II, attached hereto and
       made a part hereof by reference.
